NOISE AWARENESS DAY

LAS – The Acoustical Society of Lithuania

YEAR 2016

To celebrate the International Noise Awareness Day, the Health Committee improved the Noise Control Act

April 20. – International Noise Awareness Day – Parliamentary Health Committee meeting discussed the Noise Control Law Amending the project to be implemented in 2002. 25 June. European Parliament and Council Directive 2002/49 / EC on environmental noise assessment and management as the development of strategic noise mapping and noise prevention action planning procedures. At the same time the project was aimed at implementing the Republic of Lithuania in 2012. 31 May. prepared by the State Audit report as a managed Lithuania noise “of the recommendations to change the Noise Control Act and appointed by the Ministry responsible for noise prevention public policy-making, organizing, coordinating and controlling the implementation of this policy, the closely related issues handled by a single authority.

During the meeting, members of the committee supported the substantive provisions – the designation of the Ministry of Health, responsible for noise prevention public policy-making, in addition to becoming the organizing, coordinating and controlling the implementation of this policy.

When considering a bill was changed the day, night and evening noise indicator definitions and set additional resting time (an additional one hour from 6 am. To 7 pm. In the morning), to be regarded as a favorable time for the health of residents, tightened the noise caused by construction work in residential premises and residential areas, supervision is tightened noise prevention and reduction measures in the planning and implementation of the provisions of the territories, with more than 100 thousand people, and the population density corresponds to the urban area population density, as well as major roads, major railroads sections and the major airports, simplified silent zones in municipalities provisions, etc.

The adoption of the bill the same time help implement the Lithuanian Health Programme 2014-2025 years under one of the goals – to create the healthy physical working and living environment, and one of the objectives – to reduce air, water and soil pollution, noise.

Shares of silence magical source "published during the minute of silence

11660_f528b06479ed1d1a66e4e31e73b52f132016. 27 April. (This day every year mentioned in the last Wednesday of the month of April) Lithuania, as in many other countries around the world, will be referred to the International Day of sound understanding. This day is published on 14.15. until 14:16 pm. published in the minute of silence, regardless of location. International Noise understanding initiator Day – in 1910 the United States established a non-profit organization “Hearing and Communication Centre.

The Ministry of Education in collaboration with the Ministry of Health for the third time in educational institutions organize the campaign for the International Day of understanding noise “silence magical source. Shares goal – to develop children’s understanding of the noise, highlighting the greater their vulnerability to the adverse effects of noise in their environment, to develop responsibility for the children’s own noise during growth and later in adults.

Noise is a growing threat to public health

11661_e34751ef8a57c34d72153a95a2d3bca5April 27. the world for the 21st time, will be referred to the International Day of sound understanding. It is designed to stimulate people’s concern about the long-term effects of noise damage to public health. The aim is to draw public attention to the challenges posed by noise, create quieter homes, schools quieter and quieter the rest of the environment, raise public responsibility for creating a healthy environment for themselves and their children.

International Noise understanding Day, initiated by the United States of America, a non-profit organization “Hearing and Communication Center (Eng.” The Center for Hearing and Communication), which aim to improve the quality of life for people with hearing impairments.

In extreme cases, noise can cause hearing damage. Hearing damage risk is relevant in noisy workplaces for people working or accidents. Great attention is paid to children and adolescents, hearing impairment, became particularly attractive to convenient personal listening devices (earphones). According to the European Commission’s Joint Research Centre in 2013. a report published by “ENNAH – Noise and health of the network. The final report “on recreational activities noise exposure of 17 s per cent. teens are hearing impaired, 5-10 percent. young music listeners for five or more years of exposure to noise at risk of hearing loss. This can happen to anyone who for more than one hour a day listening to loud music.

Noise human health is affected not only directly, such as breach of hearing, but also indirectly – dirgindamas or interfering with sleep. Indirect noise effects associated with long-term traffic or industrial activity near residential environment. High level of noise in the environment can adversely affect people’s ability to work and lead to health problems.

The World Health Organization (WHO) Regional Office for Europe according to the representatives, the noise is not only an environmental problem but also a factor that represents a growing threat to public health. In one of the latest environmental noise management for the WHO Regional Office for Europe in 2011. The publication “Environmental Noise burden of disease. “Lost healthy years of life quantitative assessment in Europe,” the study states that the traffic calming people in Europe are losing at least 1 million. healthy life years. Noise not only irritate or disturb people’s sleep, but it can lead to heart attacks, weakening the ability to learn, to be the cause of tinnitus. Compared to other areas of the environment, environmental noise determining disease burden within its scope is second only to air pollution.

The negative impact of noise is determined not only the direct costs of health care, but also the indirect costs associated with the staff reduction in quality, an earlier disability, additional sound insulation in the cost of housing and real estate depreciation.

The European Parliament and the Council aims to not later than 2020. Europe would be significantly, to almost the WHO recommended level of reduced noise pollution. This requires the implementation of an updated EU noise policy in line with the latest scientific knowledge, to take measures to reduce noise at the source, the design of cities to use innovation.

Lithuanian Seimas of the Republic of Lithuania approved 2014-2025 year health program provides for the residents, saying that they suffer from noise, a part until 2025. shall decrease by 5 percent. from 2012. level.

The national program to achieve the objectives set out in the Ministry of Health has taken measures to control noise legal regulation improvement. Parliament is discussing the Ministry of Health developed the Noise Control Act draft amendment, which will form the foundation for more effective noise prevention measures. Seimas for approval of the draft of the proposed amendments, will be a fundamental review of all existing noise control legislation and draw up a new law implementing the legislation, which will determine the noise prevention measures and installation requirements, construction noise control arrangements. The project also provides for other legal regulation improvement measures that will effectively deal with the increased noise in the living environment problems.

Uncontrolled noise can be controlled

29_19a9cda745a1373110db129cabea1c27Last Wednesday of the month of April this year – April 27, we celebrate the traditional understanding of the International Noise – Noise Awareness Day, to celebrate and to express concern over global humanity spread of noise and the damage caused to public health.

National Public Health Centre of the Ministry of Health experts recommend reducing the conventional noise, while the rest of it, to reduce or turn off the sound generating sources to understand the noise damage, remember means of reducing noise and silence sedation and benefits.

Noise is harmful to health

A common form of modern human environment, rich in a variety of noise-emitting vehicles, machinery, household appliances, communications and entertainment devices. All these sounds are affected differently by man.

Very loud noise or a loud noise is dangerous to health. Stronger than 110-120 dB noise (caused by jet engine acoustic sound enhancement systems and equipment) is harmful to hearing. Especially dangerous is the woofer and infragarsininis noise, which, compared with the high frequency noise does not seem as strong as inaudible or almost inaudible, but causes internal organs resonant vibrations and depending on the strength – the partial or total destruction of organs.

Research has shown that from the very strong low frequency sound (16-200 Hz) and infrasound (below 16 Hz) starts to feel dizzy, causing anxiety, panic, fear and the feeling of a variety of other physiological changes.

Infrasound, whose strength exceeds 120 dB, it is very dangerous to humans and animals, and 140 dB stronger infrasound can break down or damaged houses and other structures or equipment.

Infrasound waves affect the central nervous and digestive system, causing the brain and internal organs, pain, interferes with breathing and heart rate. The lower than 16 Hz frequency sounds humans caused by unfounded fear, anxiety, fatigue, acting on the inner ear, causing sea sickness “symptoms.

It was found that driving 100 kilometers per hour, generated about 16 Hz and lower frequency infrasound, so long journey tiring, disturbs the vestibular apparatus.

How to control the noise?

Often noise can not avoid or reduce, as you work in noisy work, live in a noisy environment, we have noisy neighbors or nearby noise sources, often in acting and at night. The main source of noise in the motor transport, which accounts for 90-95 per cent of the city generated noise.

However, the need to fight noise. The main principles of this struggle is the elimination of noise sources, the reduction of the intensity of the source or the reduction of noise propagation through engineering structures and individual protection measures. Effective modern measures to reduce the impact of traffic noise, are residential areas planning, bypasses and other roads, directing traffic from residential areas the installation; architectural acoustic measures (noise-reflecting and / or absorbing walls) construction, natural noise propagation mitigation of natural implementation of the measures (areas including highways, roads and residential areas to be planted with a wide range of hedges, parks), building acoustic insulation (building insulation and renovation) and motor modernization, replacing internal combustion engines with electric silent.

Lithuania noise is managed and strictly controlled adopted and regularly updated legislation: the Republic of Lithuania noise control law, Lithuania HN 33: 2011 “Noise limit values in residential and public buildings and their environment, Lithuania HN 30: 2009” infrasound and low frequency sounds: limit values for residential and public buildings “lays down the noise and the sound threshold to ensure public health.

On the living environment of undesirable audible noise from the commercial activity, may be obtained from the National Public Health Centre of the Ministry of Health or its departments operating in all regions of Lithuania. 2015.Vilnius county a total of 114 complaints investigated for acoustic noise and 14 on infrasound and low frequency sound.Noise sources managers indicated to reduce the noise in the implementation of noise mitigation measures.
